Appeals Court To Review DEA’s Dismissal Of Cannabis Rescheduling Petition

The U.S. Court of Appeals for the D.C. Circuit will hear opening arguments next week in a lawsuit challenging the federal government’s refusal to consider reclassifying cannabis as a schedule I prohibited substance under federal law. At issue in the case is whether the Drug Enforcement Administration (DEA) acted appropriately when the agency last year denied an administrative petition – initially filed by a coalition of public interest organizations, including NORML, in 2002 – that called on the agency to initiate hearings to reassess the present classification of cannabis. Under […]

Study: Non-Psychotropic Cannabinoid “Proven To Be Safe” In Humans

The oral administration of the non-psychotropic cannabis plant constituent cannabidiol (CBD) is safe and well tolerated in humans, according to clinical trial data published online by the journal Current Pharmaceutical Design. Investigators at Kings College in London assessed the physiological and behavioral effects of CBD and THC versus placebo in 16 healthy volunteers in a randomized, double-blind, crossover trial. Investigators reported that the oral administration of 10 mg of THC was associated with various physiological and behavioral effects – such as increased heart rate and sedation – whereas the oral […]

Latest Media Buzz Regarding Pot’s Potential Impact On IQ Misses The Bigger Issue

The mainstream press has been abuzz in recent days regarding the findings of a recent study suggesting that early-onset, persistent cannabis exposure by those under age 18 could potentially pose adverse effects on intelligence quotient. Yet, absent from the media’s discussion of the study — a discussion that has even included some fairly critical reviews of the study’s methodology (See here and here for just two examples.) — is any talk of the role that marijuana prohibition plays in inadvertently steering young people toward cannabis, an issue I address in […]

Scientific Review: “There Is Now Clear Evidence That Cannabinoids Are Useful For The Treatment Of Various Medical Conditions”

For the second time in recent months, a scientific paper published in a peer-reviewed journal has thoroughly rebutted the present Schedule I status of cannabis under US federal law, which states that the plant and its organic constituents possess a “high potential for abuse,” and that they lack “accepted medical use” and “accepted safety … under medical supervision.” According to a just published review in the German scientific journal Deutsches Ärzteblatt International, scientific findings from over 100 controlled clinical trials involving either cannabis or its constituents provide “clear evidence that […]

Hope For Industrial Hemp? Group Of Senators Seeking Legislative Sanity

According to Washington, D.C. Capitol Hill newspaper The Hill, a group of bipartisan Senators, led by Oregon Senator Ron Wyden (D), have filed legislation seeking to exempt industrial hemp (which, in effect, is very low potent cannabis) from the Controlled Substances Act (which, concerning cannabis specifically, is largely directed at prohibiting recreational and therapeutic use of the herb). Update: You can help advocate for this bill’s passage here. One of the most indefensible aspects of modern Cannabis Prohibition is the federal government’s continued opposition to allowing American farmers and consumers […]

Marijuana Law Reform Makes Governing Magazine Cover

As more and more public, economic and political attention is being cast towards cannabis legalization during the failed policy’s 75th birthday week, these apparently are the years of sober public policy writing examining what an end to Cannabis Prohibition is possibly going to look like with tax lawyer Patrick Ogelsby’s cover article in State Tax Notes last year, Rand Corporation/Kleinman/Caulkins’ book ‘Marijuana Legalization: What Everyone Needs to Know — 2012’ and now a cover piece in the magazine we policy wonks live to read…Governing Magazine. The Governing writer touches upon what […]

Does Science Matter?

As I wrote last week in an op/ed for The Sacramento Bee, when it comes to the federal government’s policy on marijuana, not so much. Viewpoints: Science supporting medicinal pot is clear via The Sacramento Bee A dozen years ago, California lawmakers did something extraordinary. They authorized investigators throughout California to conduct a series of FDA-approved, gold standard trials to assess whether cannabis is safe and effective as a medicine. In all, researchers conducted more than a dozen clinical studies examining whether cannabis could meet objective standards of safety and […]

Alternet: “Five Scientific Conclusions About Cannabis That The Mainstream Media Doesn’t Want You To Know”

Writing in the journal Science some four decades ago, New York State University sociologist Erich Goode documented the mainstream media’s complicity in maintaining cannabis prohibition. He observed: “[T]ests and experiments purporting to demonstrate the ravages of marijuana consumption receive enormous attention from the media, and their findings become accepted as fact by the public. But when careful refutations of such research are published, or when later findings contradict the original pathological findings, they tend to be ignored or dismissed.” A review of today’s mainstream media landscape indicates that little has […]
