NORML’s Statement Regarding the Designation of Medical Cannabis Dispensaries as “Essential Services”
The National Organization for the Reform of Marijuana Laws is issuing the following statements regarding the continued operation of medical cannabis dispensaries during the COVID crisis.
New Hampshire: Home Cultivation Legislation Advances
Under the proposed measure, patients registered with the state’s medical cannabis access program would be permitted to grow up to three mature cannabis plants at home. Currently, qualified patients are only permitted to obtain medical cannabis from a limited number of state-licensed dispensaries.
Australia: Cannabis Possession Now Depenalized in the Capital Territory
Under the new law, those age 18 or older may possess up to 50 grams of cannabis and cultivate up to four plants per household without penalty.
New Hampshire: Lawmakers Advance Legislation Permitting Patients to Home Cultivate
Members of the House and Senate have approved versions of House Bill 364, which allows qualified patients the option to grow marijuana at home. Members of both chambers must now finalize the language in conference committee before sending the bill to Republican Gov. Chris Sununu.

State lawmakers are moving forward with a legislative proposal to significantly amend various provisions of the state’s 2016 voter-approved cannabis law: The Marijuana Legalization Act. Among other changes, language in the new proposal would limit the quantity of mature marijuana plants that an adult may legally grow in a private residence from six to three.
